Law and Policy
In general, national, provincial and local
water laws and policies are the rules of the game that determine how all
stakeholders play their respective roles in the development and management of
water resources. Laws and water policies that spell out the roles,
responsibilities and accountability of both the public and private sectors set
the scene – the water management framework – for basin management as part of
the existing national administrative systems. Basin and national water policy
management plans should be harmonised.
